Countdown next to Healthbar

What does the timer next to the health bar I got right now mean?

I think it's a status effect.

Depends on the effect.

Can be your quickhacks on cooldown, it can be your cyberware, it can be how long you're on "fire" for due to enemy hacking.

Buff effect from food usually.

you get icons with timers for a number of things.
- food /drinks give you timed buffs
- when you do things liek dodge usign the cybernetic augment itll display a countdown timer for when its available to do again
- if you spec into "cool" "cold blood" you get stacking buffs in combat that are on timers.
and theres some other things

its a long countdown with the intelligence icon so im going to guess you took the "extra ram" consumable.
