Isn't "criple movement" working on stealth grab?

I'm trying to take down this bodyguard infront of 7th hell, his body stat is higher than me and my stealth grab from behind fails, so I use criple movement before I grab him but he's still able to escape my grab...

Is this a bug?

My "Criple movement" quickhack is "epic level" btw.

havent really used cripple movement, dont they just do so he cant move from the spot? if he have the skull i always avoid them as grabs seems to fail.

Epic one says, they won't even be able to attack, so he shouldn't be able to counter my grab even if he has a higher body stat.

I already gave up on bouncers and took the elevator down from the street, but even the damn janitor is able to counter my grab, I got 6 body btw. So I gave up on that too and I just silently passed him =)
