It it's still doesn't work, then craft Legendary Reboot Optics, it enables the Optics Jammer deamon during Breach Protocol.
Then you'd have 3 daemons - Icepick, Optics Jammer and Camera Shutdown.
You may have to ping the network again afterwards to spread the daemons to everyone.
But also, like others have said, Mass Vulnerability won't show up unless enemies are present.
Try Breach Protocol on everything you can. You get experience for it at the least.
I will try and find an area with enemies on the same network as whatever I hack, and using Ping first to show what's connected is a really good idea.

Here's what I tried.
Found the best Cyberdeck (STEPHENSON TECH MK.4) bought and equipped.
Found (hostile) area with enemies, cameras and everything (lower pacifica)
Could NOT use breach protocol on any cameras. The only thing breach protocol was available on, was a satellite dish on a roof but it only had the same 2 damn choices. Mass Vulnerability still isn't available.
I can't figure out what I'm doing wrong at this point. Now I can't even use breach protocol on Cameras anymore? Well if the best cyberdeck in the game can't do it, what can?
Edit: ok found a place under a bridge, where I could use Breach Protocol on a lamp... Only Icepick and Mass Vulnerability was availabe. Makes sense as were were no cameras around. So Mass Vulnerability shows up sometimes, so I've chosen the right perks.
Next problem is they are ridiculously difficult to hack. Even with 8 buffer slots.
The videos and guides I've seen all have suuuper easy hacks. Like only 2 or 3 values and a small "code field" to the left...
But I always have to hack with 1 row of 3 and 2 rows of 4 inputs to upload daemons. I've been reloading for about 2 horus now, and I haven't been able to get a good "roll" on the hack, because when there are 2 rows of 4 values it's near impossible to get right.
I guess I just have to find an easy one at random.
Maybe I should just leave this achivement for another playthrough when theyre much easier.
I'm getting pretty salty about it now.
Got all his goons angry, then breached a thing in there.
I'll just grab the achivement on a new playthrough.

Best results I've had were hitting some of the gigs around Watson (early game). Those are almost all lower level, and much easier to Breach. I always Breach on an enemy, never on a Device unless I absolutely have to do so. That way you can see if cameras are tied into their system or not, and you get the Resistance Debuff on them immediately.
You have infinite time at the beginning, before you input a code, so take that time to "map" a route on the panel. Pick your first daemon so that your 2nd one has at least the ending pair as its beginning. EX: First daemon - E9 BD 55 2nd Daemon - 55 1C. If you can chain all 3 together, you are golden. Sometimes you'll get 2 Daemons that share multiple pairs and can chain them easier.
Even at higher levels, you can do this regularly. When I ran my Techie/Stealthy type last playthrough, I was regularly dropping 3 Daemons on the poor bastards. Then knocking them off with Quickhacks. You really just need to take your time initially and plan your route on the mini-game. Eventually, you'll be able to do it almost automatically.
Thanks for the tips, but I already know all of that. Well with the exception of targeting the people rather than the machines. I'll try that.
But my main problem now is not getting all the Daemons to show up. Now I get 4 Daemons sometimes. But the difficulty in getting 3 of them, when all 4 rows have 4 number-letter combinations, even with a cyberdeck with 8 buffer, it's impossible for me. I've reloaded for hours to try and hit a good easy combination. But when there are 4 rows of 4 combos, it's just impossible luck that I need at this point.
