BTW, I have the same card as you do. I get around 35 FPS on ultimate and about 55 on low. You won't get better than that no matter what you do. CDProjekt needs to optimize their game.
I'm playing at 3440x1440, but even reducing that from my monitor's native resolution down to 1080p does almost nothing.
Your GPU is old tech (no DLSS) and it is almost 4 years old.
usually 4 years is a good time to upgrade or even make a new build if you do it that way.
You could just go for high settings scheme, then you will get 60-80 FPS most likely, that is more than accepable for most people.
Your ram is low quality btw. A person with 16 gb of good ram, will have more out of them than you (not joking) Not just mhz (you can´t run 4k anyway with your setup in xmp) is not the only important thing, timings are.. (not that it will nick you much FPS gain anyway)
If you wanna keep going 1440p you should invest in a new GPU in the near future, atleast if this is the type of games you wanna play (graphically demanding ones) and you want high settings.
Btw.. top GPU or not.. 4 years make your GPU old tech.. I know it is harsh, but that is how the tech world works, my 2080s is also old tech tbh.. albeit I can do fairly well, since I don´t lack modern features of tech such as DLSS and you do.
If lowering settings does not help, then I think you have a hardware/software issue btw, you should not be getting the same FPS from low to ultra..
A last hint
Never use ultra settings, the visual gain is next to none 2% maybe, for the cost of 50-70% FPS. Instead set it to high/very high and tweak yourself to a good graphics scheme for your setup.
In time however, this will be optimized abit better and most likely will give you a few FPS extra.. but people seriously don´t understand how fast tech moves.
How high is your Anisotropy ? If it is max, have you tried to lower it to 8 ? to see if that helps you

Hear you on the 10xx series struggles but suppose this is first of the many to come which will prioritise the newer generations.
Every game looks fantastic and has pretty high fps without any problems with 1440p. For example:
CoD: MW full ultra 144 fps (locked ofc)
WoW whatever FPS I want at max settings.
Doom Eternal, same
Witcher 3, same
etc...
But this game has some issues for sure when it comes to optimization.
Even on high I can't get stable fps, it always fluctuating especially when I'm in a car and suddenly move my camera in 3rd person view in a high density area.
That's just so letdown...
Even Mordhau runs on full ultra with everything on with a stable 80 FPS on a fully populated server, that game has some nasty optimization too.

I want to get a 3060 TI to replace it (have the funds ready) but they are on high demand back order right now for the normal $399 price, everyone is selling them for $500 - $700 (maybe even more)
PS: its in 1080p tho (RTX active only in payed version)
the 1080ti is the perfect card for 1440p, depending on which cpu you pair it with. i have an i7 8700k oc'd, and 90 percent of games I play at 1440p run with 100 fps on average. even the new microsoft flight sim runs better then this at 1440p.
Highly doubt it, people say a 1070 is good for 2K too but its not, I run one on a Ryzen 5 2600x and even at 1080p its struggles on titles like Ghost Recon Wildlands, Metro Exodus, Red Dead Redemption 2, and now Cyberpunk

You can try enabling the fidelityfx cas. I use the dynamic one and set my target fps to 59 then min on 75 and max at 100 so when i might drop to 58 then quickly resolution switch to 720p then back to 59-60 and 1080p. It works really well and my game stays at a stable 60 fps.
Then in display settings run borderless window 1920x1080 vsync 60 enable fps cap 60 apply restart your game and test.
the 1080ti is 68 percent faster then the 1070. you'll often get 20 to 30 more frames with the 1080ti compared to the 1070.
1st way, buy RTX 3080.
or
2nd way, buy RTX 3090.
Both methods will work.
