The style of clothing you find at clothes vendors varies based on location. If you hit up a vendor out in the badlands you can expect to find them selling stuff like denim cutoff jackets and cargo pants. Meanwhile a vendor in the downtown part of the city is probably going to have fancy jackets, suit pants, and other high class stuff. The rarity of available items also varies, can't recall seeing anything legendary but you can expect to find items all the way up to epic rarity. You might occasionally find a vendor selling a clothing mod that boosts crit chance and damage, I suggest picking those up whenever possible, pricey as they are (like 100k).
Stock also rotates every 24 hours, so you can try and roll RNG on the vendor's stock using the skip time function, there doesn't seem to be a penalty to doing so.
If you find blueprints to craft an article of clothing, you can only craft that rarity of the item, same for weapons, unless it's iconic, in which case you get to upgrade it all the way to legendary. I've heard people say you can get said blueprints by doing police scanner missions, namely assaults in progress, I can't confirm this.
As for what npc's wear, there's plenty of things they're dressed in that aren't available to the player, once saw a lady walking around in what looked like one of those lewd vir-gin killer sweaters, and little else. Despite that, there's still a pretty wide variety, use the tips I gave earlier to get what you like. A full list of what clothes are actually available for the player to wear is gonna take a bit longer, though there's a dude already making a website for exactly that iirc.
Yeah, i tried different shops around the town there seems to be little variety, the most disappointment came from city center where instead of fancy dresses i found a bunch of bulletproof vests. Who even thought that it would make sense to sell military equipment in a boutique?
I guess once again it'll be up for modders to fix that hole.
No real point. You barely get to see it outside your inventory and unless you waste an absurd amount of time crafting and hunting for blueprints you will always wind up looking like an lmfao backup dancer.
