How do you know how strong an enemy is?

Is there a way to tell? Right now all I do is start shooting and I don't find out their relative strength until my bullets do 2% damage and they kill me in 3 hits.

You can scan them and stars in a description shows you how strong they are.

The little box above their head when you look at them will have green (weak), yellow (average), or red (strong) in it.

Before engaging them they will have a yellow (turns red in combat) square marker above their head. Inside the Square will be either a Red skull & x-bone, Yellow Fist, Green Fist.

Red Skull = Very Difficult (Read Above Level)

Yellow Fist = Moderate (Read Normal)

Green Fist = Trivial (Read Below Level)

You can also Scan them, Next to their name will be a Red weapon icon showing what they have equipped. If they are above your level there will also be a Red Skull next to the weapon icon. I have occasionally seen their level next to this also but not always for some reason. When scanning you can also see their Skills/Cyberware/Resistances.

I just shoot at them, if I win they're weak, If they win I reload and come back later...

The stars are actually telling you how wanted they are by the cops.
