Not unlocking RIDERS ON THE STORM
I finished life during wartime and after a few hours of play i still havent received a phone call from Panam. I've done all the correct dialogue options but still havent received it

Did you ever get the call? I have the same problem and I've played 18 hours since life during wartime.

Some questlines (e.g. those of Panam, Judy or Claire) are connected to your progress in the main story.

I'm at the quest to speak to Hanako. Is that not far enough?

As weird as it may sound but I have 3 sugestions

Save the game
Reload the save

2
Skip 24 hours, do a gig or a side job
It might trigger the call

Exit the game and restart

Sometimes the trigger doesnt uhm well trigger.

If by that one you mean the quest "Nocturen Ops55n1" then it should have triggered a long time ago. Did you pay Panam a visit and talk to her directly? Maybe the quest already moved on.

Also, try Lelo Mariin's advice.

None of that works. Were is panam so I can go to her?
