Yes agreed, it is indeed an RPG.
The only reason older RPGs were turn based and slow was because the tech wasn't there yet to provide an action RPG experience.

Plenty of customization and RPG elements (attributes, skills, perks, attachments, cybermods, etc.)
The storyline is interesting enough to keep me interested in what is going to happen next and the side quests are GREAT.
Weird how everyone has a different definition of RPG, isn't it?
No reason to get mad about this, call it as it is: it's a story driven action game in a stunning but lifeless open world. Not more, not less.
Also, I don't get the loot critique. It's probably supposed to be immersive like Skyrim; enemies wear armor and weapons too and drop these when killed. You don't need to pick everything up.
That said, I just posted in another thread that after 30h of CP I got bored and stopped playing, without even finishing the main story. I installed Skyrim with mods again and damn, it's so much better and more immersive than this. And even though Skyrim is also not the perfect RPG (like DOS2 or Pathfinder), it still has so much more choice. Join the factions, become Werewolf, Vampire, so many different playstyles etc.
I imagine planescape torment, disco elysium, and baldurs gate games qualify as "real RPGS to you?"
