Thank you my friend, it is bugged to me, but I will try again.
If you break either script/chance game can bug out.
(A also minor "bug" aka lazy oversite is if you do a multi part quest make sure you do it all in order otherwise you will miss out on some talks and the like ie scanning things not suppose to yet and also possibly getting a part of it stuck in quest log until fully completing quest)
I followed some of the previous suggestions about not following too closely, letting the sequence play out organically. I was still stuck in the car.
A previous poster also mentioned that you have to get in the car to get Claire's ride, the beast. THIS IS NOT TRUE!
I did the "nah I'll find my own way option", assuming I was foregoing the beast (which honestly who cares trash ride) to avoid getting stuck in the passenger seat again, and Claire went through an abbreviated dialogue about being OK, whatever OK is, and then she gives you the ride.
SO TLDR
Just don't ride in the car.
PS For what its worth I tried the dialogue options to get the dude's car (prevent Claire killing him) and it didn't work so I botched an earlier part of the quest line. Not sure if this has to do with recreating the bug.
