Depends how nice Steam Support is. Which seems to have gone downhill over the years, actually. Try your best, word it correctly, and maybe they'll help you.

Chances are they'll just assume you're trying to resell games you've already finished playing yourself though and deny your request though.

You can only remove it from your account, or do a family share to your friend, that's about it.

I've seen refunds up to 12 hours so you may be able to get a refund. Try a refund by bypassing the automated bot first

Go to Help > Steam Support > Purchases > Cyberpunk > "I have a question about this purchase" > Write your refund request, nicely, here. Do not select "request refund" as this will send you to the bot.
