Unable to trigger Skippy side quest?

I have well over 50 kills, but It still hasn't talked to me yet. Any advice?

Edit: Figured out. Make sure not to put on any 'non-lethal' mods, get your 50 kills, fast forward a few days and go to a different location. Skippy talked to me once I drove to a different area and pull out the weapon.

Have you tried setting it to Wumbo?

I murdered a whole bunch of people with it, and then nothing happened, didn't even lock itself to Puppy Mode. Then I started the main quest properly, did a few quests, and he suddenly popped up informing me it was locked, then the quest moved forward pretty quickly after that.

Might be tied to world progression?
