Well just because you don't like to see complain posts, doesn't mean that every complaint is the same.
Haven't seen anyone mentioning the police topic yet.
the backgrounds do not give you any unique content.
You can do anything in the game no matter what background you choose.
The background really just gives you a different starting location, another intro and some non-important dialog options in missions.
Its a scripted quest you get from claire sometime after the automatic love questline in act 2 its not limited to nomad.
Is there any background specific side quests?
I keep seeing people mention that there 'are' still some unique occurences and missions that don't happen otherwise, but I don't know what's true and what's not any more with how much cut content I keep discovering.

nope. You might get different dialogs in some quests, but that's about it. And the dialog options wont change the quests really.
