Report a translation problem
I have the same problem and I confirm you it's bugged and it's tied to your save file. The weather is being forced by an end game main quest you didn't even start yet. If you open your save file and search "weather" you will find this line: 24h_weather_fog‹mq026_cargo
Don't delete or change it or anything else, otherwise your save file will get corrupted. You can report it to CDPR (I already did), I'm currently hoping for a fix cause my early saves are really old. I guess you can still finish the game but it will always stay foggy. You will only be able to see the sun in the Badlands.

If you're still having permanent fog, I think I just found a solution (at least worked for me).
(download patch 1.05)
1. Go to the roof where the Blade Runner easter egg is located (look for it). When you're on the roof it will start raining.
2. Save the game.
3. Reload the game. You will notice the rain is much sharper now.
4. Leave the roof and go back to your apartment.
5. Sleep once
6. When you wake up the fog should be gone
7. Take the elevator and leave the building, it should be clear now.
8. Save the game and reload to make sure fog is gone
I think that doing this will re-enable dynamic weather, which was being forced by a main quest. Just to be 100% sure the fog is gone, find your sav.dat file and open it with Notepad. Search for "weather", if you don't find anything then the weather is fixed. Remember to save often from now on cause apparently weather condition is tied to your save file.

This was a universal issue at launch. Weather system would get stuck on one type of weather, usually sunshine so lots of people never saw rain outside of forcing it by quest or location.
If you are sure the weather isn't changing at all when passing time over a number of days in world then you could try a bug report. A small number of people have said they've seen similar but it's always difficult to know whether it is bad luck or mods or just them not realising that it happens over days of in world time.
