But that quest can be encountered very early on at a point where you barely have any funds if at all.
I mean you could of bought a car right before that, so being locked out of that would be very poor design.
Like I said, it could be a bug or it could be a bad quest design. I encountered him shortly after I finished the heist and visited him again somewhere near the end of the main story and hes still not available as a vendor so who knows.
I don't remember i encountered that quest quite early on and i'm far ahead in the game now.
