2nd chance to buy Samurai clothes?

During one of the side quests relating an NPC playing guitar and our close friends band history, we get a conversation with an NPC fanboy that sells music that we need to complete the quest.
There was also legendary gear i couldn't afford at the time.

I know have the funds and came back to the same spot but the NPC ain't there.
Anywhere else i can buy that set at?

If you're talking about quest with the Old Guy outside of the noodle shop for bootleg music, I'm pretty sure hes a one-time vendor. If you dont buy it then, you're not getting a second chance. Then again, could be a bug.

But that quest can be encountered very early on at a point where you barely have any funds if at all.
I mean you could of bought a car right before that, so being locked out of that would be very poor design.

I was able to afford it and diodnt have lots of money. I have only kept the hat only, the others were ok. This is a one time encxounter, it is not poor design, it is the way it is...:)

Like I said, it could be a bug or it could be a bad quest design. I encountered him shortly after I finished the heist and visited him again somewhere near the end of the main story and hes still not available as a vendor so who knows.
