Cuz I've reduced enemies to 0%, which puts them out of the fight...but they don't necessarily die. They'll roll around on the ground, obviously in pain.
And I've gotten the impression that, if you put a bullet in their head at that point to finish them off, it actually gives your "Cold Blood" stat a little XP.
If, on the other hand, you mean that they're still fighting--which I've not seen on my end--then that's obviously a bug.
There are non lethal methods you might be using, for example an eye mod makes your weapons non lethal, or if you use a blunt weapon its non lethal as well.
Most complaints can be boiled down to, "It's not just like GTA/Witcher 3/Fallout, etc!!!" and it's not. It takes adjustment when a game challenges your assumptions, and I've had a fair amount to unlearn for CP2077, myself.
People can't let this game be its own thing, which I think drives a lot of the hatred, even if people don't even realize it.
Might not be a glitch though, there are bio monitors that auto revive you, but it obviously shouldn't work if the dude doesn't have a head anymore...
