Dont think thats a requirement. I had that blue assualt icon appear before I got that fight. IT popped after I went further into the main story.
Hm probably just bugged then. Completed the main story yesterday, but it did not appear.
Ahh, hmm. Think it was main plot... but it could have been one of the side quests now that I think about it. Was doing Panam, Judy and Alt stuff at the time.
Try to do some side missions and force your phone calls to catch up. Should fix it
If that is the case it seems sleazy to me, as many people have limited bandwidth, and some just feel better playing off line.
Later on after doing a string of missions dealing with the Voodoo Boyz in the GIM + beyond the Blackwall, then the quest where Johnny takes control, and then the boxing match against Razor Hughs I noticed there was one final baseball bat mission in Pacifica that had showed up, ran over and shot 'em all and the achievement popped as soon as I looted the chest.
So I guess it's tied to story progression or something.
This actually fixed it for me thank you!
