No Naked Penalty?

I walked around town naked and surprise nothing happens. Even Skyrim had the decency of NPC's telling you to put some clothes on lol.

no they just didnt put any thing in for it, npcs would at least react differently

This game has no AI its just a walking horde of zombies don't expect anything from npcs in this game.
