Yorinobu? Johnny? Night city itself? That's the whole point of the story, V is in a cesspool way above his/her head and has to make sense of all this and figure out who to trust and how to survive. The whole point is that nothing is quite clear cut.
Even the Corpo = bad isn't that clear cut because of Hanako and Takemura (at least where I'm at in the story so far, please no spoiler) and how hateful Johnny is although he's anti-corpo.
I agree though the attachment to the NPC is not really there in most of the scenario's. I just accept it and go with the flow, but I do see your point there.
You must be one of these people that were whining at the end of Disco Elysium: "wait it's the final bad guy?! 1/10! Terrible story!".
When the wise man points at the moon...
I did answer it. There is no clear antagonist because that's just how life is. But that's fine, I understand how tools don't really get that these days with "orange man bad" or "Biden is terrible". I guess we can't even have a story without a clear evil mustache twirling villain anymore without people complaining about it.
Dragon Age Origins did this well for me especially the Dwarf origin story.
***I also agree that most of the characters here a douche bags so its really hard to relate. I relate more to the NPCs who are forced to work with the corpo in order to survive even if it means doing ♥♥♥♥♥♥ things. (And why I hate Johnny as a whole since instead of providing a solution to food, shelter and healthcare his solution is to blow the Corpo up? how will that help)
It's the city. The whole story has a much deeper meaning. You may fight against corpos with guns but psycologically you fight against the city. Dex even points to that when he asks you whether you prefer to die young in glory or wither out and die old.
