While it did work for me, it only did around a 10FPS boost for a stable 30fps on Low-Med Graphics. Hopefully others can get better performance than me!
Some data (including some games) seems to be cached, and a restart tends to clear that out.
Did for me anyway, lots of random crashing in CP 2077, but after a reboot been solid since.
* 1 For ref, the default shutdown in Windows 10 is actually a hybrid hibernate. Having this on (the default) improves boot up times a little (most noticeably for HDD users), but does mean some items are basically hibernated and restored on boot, rather than fully flushed from memory.
Doing a restart in Window 10 basically bypasses the hibernate part, so flushes the memory.
You can turn this 'feature' off in settings if wanted, which fully shuts down the machine, it's called 'fast start-up', under 'Power Options' and then 'Choose what the power button does').
Same, I found on my potato it didnt really improve fps that much but made the game look way better, people stopped t posing and textures loaded in properly etc
