"Talkin Bout A Revolution" gamebreaking bug

Not my video but it looks like someone else has the issue on PS4. I'm on PC.

This is a quest from Judy, she calls you on the phone but once the call is finished, she hangs up and mysteriously calls you again. However, she says nothing and stays on screen.

I can't fast travel or interact with NPC's.
