How to Upgrade Quickhacks?

You can only upgrade the cyberdeck for more hacks, You place the hacks into the cyberdeck slots. first one allows 3. You can buy or loot them.

Through the Rare/Epic/Legendary quickhack crafting Perks (in the quickhack tree). The crafting recipe for the rare version will require an uncommon quality version, for example. Need to take them out of your deck first, though.

I upgraded my cyberdeck, but what is with the quickhacks?
will they have the same rarity until the end?

just a tip for you guys! That ripper doc, pretty much in the middle of Watson District has a legendary cyberdeck for Netrunners, also for beserkers. It has 8 mod slots.
Edit: I mean the city center of Watson District.
