"You made made a MAJOR error in your system requirements. I just found out that your game requires DirectX (DX) version 12. You said that we can play this on Windows 7. Windows 7 is only compatible with DX 11. I just went to find the Microsoft launcher to upgrade my Windows 7 64-bit OS to DX 12 - THERE ISN'T ONE. Microsoft has no way to upgrade Windows 7 from DX 11 to DX 12. So, unless you have a way to upgrade my OS from DX 11 to DX 12, you have lied in your system requirements, and as a Windows 7 user, I cannot play the game at all. So, tell me how I can upgrade to DirectX 12, so I can play this game, or I'm going to request a refund on Steam and tell everyone I know to avoid this game. I don't have $3000.00 to buy a Windows 10 gaming computer, and aside from DX 12, my Windows 7 computer is well above the minimum requirements for this game."
Also, there is no MS launcher to upgrade to DX12, not even in Windows Update. I tried that.
I highly suggest you read up on it more as I did recently to as I was curious about the folder and after 5 mins found this information out. Perhaps patience would be wise when researching stuff you don't know before submitting reports to tech support when you are in fact only to a degree somewhat correct.
If you really want to spit hairs you can play half of that and still play this game at decent settings with a decent GPU, There are plenty of guides on how to build a gaming PC that while wont max every game ever they will be very good and do what you want them to.
I have a stupid over powered PC and even that didn't cost me 3k with brand new parts, I have no clue where you're getting that number.
As for computers and parts, I build computers to last at least 10 years. My current rig I think I built in 2013, for Fallout 4's release. New system specs as follows:

They are almost all better than what you came up with.
Consoles basically set the baseline for game engines, which will now be optimized for at least SSD This will affect not just loading times, but for texture and level streaming. SSDs will be a minimum requirement, with NVMe highly recommended.
1080p monitor? That is outdated today, never mind a decade from now.
