I have all my points so far in stealth, with more headshot damage from my pistol. Maybe the problem is that I'm on hard mode? could it be that hard mode if just an enemy health buff perhaps?? if so that's lame.
i use one on my sniper which one shots pretty much any enemy in the head, within my level of course. find a high damage weapon and put on a decent silencer and it should be good. also try investing in some perks maybe to increase damage from sneaking ect. Should be under the 'Cool' perks.
note - i play the game on normal so yes hard difficulty maybe be a large factor in this which would be a shame
Silent and deadly in Cool>stealth 25% extra damage with silenced weapons while sneaking.
Assassin in Cool>stealth 15% extra damage to human enemies.
Rio Bravo in Reflexes>handguns Increase headshot multiplier by 10% on pistols and revolers.
These are just some of the many you can add to just one shot dudes left and right with silencers and no one will generally realize you're there.
Status effects have a chance to apply, Physical is added to the cumulative effects and are applied outright. So if a gun has 23-35 electrical that's not going to do as well as 25-35 physical.
