Cyberpsycho: Discount doc bug - cant complete quest

Came across the psycho for this quest before i got it, randomly triggered itself as i was driving by and was in the middle of a quest so didnt watch the chaos unfold. Came back (still didnt have the quest for him) and killed the dude and moved on with life. Quest for em finally given so go back to complete, but of of the characvters that was supposed to have a body there with a special shard i have to read is gone / never there. So now i cant complete quest. have tried reloarding, doesnt work, and would have to restore a game 5 hrs ago from when i first killed him to MAYBE have a shot at it. Super lame. Anyone else have this or a work around?
