Shark in the Water mission BUG

After I knock down that Blake guy and put him in the car, the mission still not completed and state find Blake.

Is that a bug?

Well, I can't do that now, when I return to that area, I can't see any enemy there anymore, and also if I went into the shop through the shop window I will actually stuck inside of that shop, since when I try to open the door the dialogue box will show up which block the open the door option.

I actually just encountered the exact same bug. Was hoping to find some information on a workaround, but haven't found anything yet.
