technically, this should have nothing to do with the persons perceived attractiveness. it's more about how some woman have big boobs. but in cyberpunk not a single adult female, and the player's customization options, have a cup size bigger than a C (maybe a D with the right angle) lol. meanwhile, you can give your male character a ♥♥♥♥ that would easily make him a pornstar without an audition.
I don't actually have a problem with big shapes. I just don't have a problem with thinner shapes either. For one thing, what you see as "small cupsizes" are actually high C's to low D's if you actually look at the shape. Zeroing in on the breasts and comparing them to Random Anime Girl From Memory will certainly make them seem small, but objectively speaking, there are plenty of women in this game with decent cup sizes.
