Gorilla Arms _add_ to your Body capabilities, but you still have to add some Body Attribute points to get high enough to open many doors. Also, the higher the quality of the Arms, the more they add. If you have just the basic 3 Attribute points in Body, Gorilla Arms by themselves probably won't be enough.
Keep in mind that there are usually alternate ways of getting into locked rooms. You may be able to use Tech capabilities if they are high enough. Sometimes an NPC enemy will have a keycard. If there is a clear glass window into a room, you might be able to smash it open. If there's an enemy in a room, he might open the door from the inside to ccme attack you.
This game makes many things difficult, but few things are impossible. Also, the 'impossible' locked rooms won't usually have anything important to have inside them.
Door checks go all the way to 20 body though, which means to force all doors that can be forced, you'd need at least 14 body and legendary arms.
