possible CPU bottleneck? ryzen 3600

I'm having frequent drops to the mid 40s with raytracing on or off. been messing with my settings but I can't seem to get a decent 60 FPS lock. without turning everything down to low

specs are

RTX 3070

16 GBs of 3200 ram

installed on my NVME SSD
