Dwarfs or children?
Whilst sprinting through the city, I see a lot of "little people" walking around: 2-4 at a time. However, they appear to look too mature to be considered children. Are these people with dwarfism? Some of them do look like kids, but I wonder why kids are walking alone without parents? If those are indeed dwarfs, then why so many of them? It just looks really goofy.

In the Cyberpunk universe many kids are street kids without parents, or with parents who have to work almost every single hour of the day, leaving them unsupervised.

I want to shot them but it doesnt work. They scary me. They scary me more than Oda and Adam Smashed by Sir John Phallustiff combined.

They are scaled down adult character models. Press would have probably had a field day if they used actual kid character models in world and setting like Night City and they just didn`t want this kind of attention for their game.

What gets me about them is they sometimes look like they are wearing cyberware.
That's a big no-no in game lore because you can't legally add cyberware to those under age. Think it's 16 and under. (Your starting age is 17 and upwards in the tabletop, you roll for each year after 16 on the lifepaths table to determine what happened each year)

One reason is, you are still developing physically, but also mentally.
Now, some of it you can pretend they are wearing fashion ware fakes.
Fake eye visors, fake cyberarms that are just gloves ect.
But I've seen Maelstrom kids once or twice (creepy little buggers they are too....*shudder* ) with ocular implants for multiple eyes.
And while I can well imagine some Maelstrom gangoon grabbing a kid and.... improving.....them, I think even those whack-a-doodles know messing with kids is bad

But that was also 57 years ago in universe. While most of it still applies, it's likely that something like optics, especially for a child with vision issues, is much more common by 77.

Kinda.
Lore wise, they are kids.
Some of em are street kids like Molly and her gang in baldurs gate 3. Some have family but they are working or trippin on drugs or braindances.
There isn't any school anymore for kids like them, just a virtual thing like in 'ready player one's I think.
The guy who took River's nephew was one of the last batches of school kids I think.
Guys like Vik and Mr Hands are old enough to have been to old school (lol)

Sure, there are the Corpo Academy's....but those places rarely accept kids like you see on the streets. Most of them are bred from Corpo families. They monitor your kids incase they are super smart or super ambitious, and fast track those into the programs to keep the Exec levels up.

Think the ones with the red eyes may be like the kids in Dogtown, they were not picked for whatever they got chromed for, and are out on the streets (since our heads don't grow that much more after about ten to teens, they should be okay)


Mechanics wise, they are small adults with their own load table of appearances (faces, clothing and visible cyberware) with the 'unkillable' tag.

There is a mod that I think, can help make them that little bit less creepy...

I'm not entirely sure if it's by design or just an audio glitch, but from time to time, some of the city kids will respond with an adult voice, usually after a first response.
It led me to believe that perhaps some people in Night City, reworked their appearance to match that of a child. lol
Night City is a wild jungle.

this is just as in the real world too.
underaged are used to haul coke from containerships in netherlands.
13-14 year olds that walk around with machetes.
when I do groceries I see at the least one smoking crack in public.
underground torture chambers.
motorcycle gangs.
moccro mafia + south american cartel + Italians + Irish, well who not is easier to tell.
I could go on and on and it would even sound worse than night city.
