It can be done without a wipe (most the time) and should be pre-licensed since you have 8.1
Actually I can't recall a rejected license, even on windows 7 machines. MS wants you off 8 and on 10. Find me a vista or 8.x machine in a production environment. 10 also runs a ton better than 8.x on limited ram machines.
People are playing on Windows 7.
Can literally run every other AAA game.
*edit* game wise, win 10 runs better than 8 on the same hardware.

Soooo by 'Keep personal files and apps' does it mean everything? Because I've learnt the hard way in the past that PCs have a funny interpretation of what your personal files are..
You can get windows 10 for free. You don't even have to link your windows 10 to your microsoft account. My windows 10 instances are not linked to my MS. Just turn off your internet when you install it and don't log in to your account when asked.
You'll have a local profile and can use WPD (dot app) to block all the windows 10 snooping you like.
But as others have said, not sure about your hardware.
(If you really want details, the program I need for the project--3DS MAX--has a Win 10 version, but it's damned expensive, so I'm on MAX 2013, cuz I afforded it back when it was new.)
Thankfully, I have a dedicated game machine.
But it's kind of rude to tell someone they shouldn't play games on 8.1 when there may be legit reasons they have to use it.
