No idea if it has real impact, haven't played twice yet, but I did, and I regret nothing.
But I found that hunting wanted guys fills your pockets real fast after you loot them and sell their scrap. And you can shoot them in a face with full-auto rifle in a middle of a crowd and in front of police too... convenient.
How? I see wanted guys, kill them, no bounty and cops show up and start shooting at me...
police never had troubles with it. I even helped them shooting some guys when I saw them fighting and they just watched how I finished them off and looted the bodies.
