Wandering NPCs are stupid, how do I turn the off entirely?

Found the slider to turn them to low, but they are so stupid the game would be better with them gone, how do I disable them entirely. They detract from the game with there garbage AI.

Anyone, point me to an ini file for crowds, maybe console command?

the whole game requires a little imagination as do all RPG's but I don't know if I could go that deep with no population in night city.

I will be fine imagining Crowds thanks instead of the anencephalitic apes that are walking around currently.

Please, this is driving me nuts, I have been through all the ini files I can find, just want them to go away.
