Except this isn't working which is what the OP is trying to say.
Windows says monitor 2 is set to primary, but Cyberpunk only recognizes monitor 1 as existing
I can try that
EDIT: Tried it and it...kind of worked...but despite being in full screen it doesn't take up the full screen
And it ain't my primary one
This may not fix it from starting on the wrong monitor in the future, but is a super quick fix for your issue.
Also you may have HDR on and only one monitor supports HDR and your PC is putting it on the monitor that supports HDR
From what you've said, I'm assuming you've checked which monitor is set as primary in Windows. I don't know what graphics card you have but if it's nvidia you might also check the setting in Nvidia control panel. Finally, I think I read somewhere that the monitor you open steam on can affect where the game opens. I'm not sure that's true but it might be worth a shot (indeed, maybe steam has a monitor selection option -- I don't know).
I'm also assuming that you have your Windows desktop set to extended mode rather than duplicate (ie the desktop spreads across the two screens rather than each screen being a copy of the other). I'm assuming you DO NOT use the project function to run your second screen.
Sorry if last para seems a bit inconclusive just trying to throw up factors that might have a bearing.

Yes, I do us an NVIDIA, though I'm not sure how to change monitor settings in either that or steam
I would appreciate clarification on what this project function is, but I am 99% certain the answer is "no"
