Report a translation problem
A skull means the enemy is much higher level than you and cannot be grappled and will most likely kill you in one or two shots, also. Orange type indicators means they are a bit above your level (but can be grappled for a short amount of time) and yellow means they're at or below your level.
Then the symbols themselves show what kind of combatant they are. Bullets means they will attack with guns, Fist means they will attack with Melee. If they are a Skull it means they are much higher lvl than you and should be avoided. Also these Skull enemies cannot be 1 stot by sneak attack.
They seem to only appear on gang members, police, corporate thugs and the like. I'm guessing it's meant to help you distinguish them from the regular populace.
