I think the game still recognizes it as the initial 360 controller, so the vibration carries over. Weird.
If you are on GOG just add the game to Steam as a non-Steam game to be able to use this as well.
Open the Steam Big Picture Mode (top right corner in Steam)
[or manually go to Steam > Settings > Controller > first button 'General Controller Settings']
and check the 'Playstation Configuration Assistent'' option.
The only downside are Xbox input prompts we have to deal with ingame (temporarily) but it's still better than nothing. This might work for other controllers as well, as I saw some other people having no vibration with Xbox controllers too, just try to select the same configuration assistent option for your related controller (Xbox, Switch Pro, various others, etc.)

To get ps4 prompts - Right click the game in Steam library, select Properties and from a drop down menu for "Steam Input Per-Game Setting" on general settings choose "Forced Off". Worked for me. Seems to be a conflict between game and steam settings.
but for me the vibration still doesn't work =(
I thing I replied to you on the GOG/C2077 forums, but I don't have those options showing up when right-clicking the game. Also, even after the hex edit posted on Reddit, I still don't get rumble, gyro or correct button prompts on my Astro C40 TR identified as a PS4 controller. =/
So you do have vibration on your controller playing the game? I've tried all the tricks i could think of to get it to work... but its just not coming through. Every other game is fine. As shallow as it sounds, but it significantly hurts the immersion for me not getting that feed back... I'm sure they'll fix it though.
EDIT: Discovered that launching the game through Steam with "Generic Gamepad Configuration Support" enabled in General Controller Settings gets vibration working!
In my case, I have to launch the game with the 360 controller plugged in and the Series X controller *disconnected*. Then I make the swap in the menu. Vibration activates after that.
Also playing on GOG.
