Bounties on random people?
If you scan some people it will show something like 'Bounty $10' with a list of what they are wanted for. The first time I saw this, a popup said something like 'subdue them for money and street cred'.

How exactly do you do that?

I tried fist fighting them and got swarmed by enemies. If I pull out my gun and shoot them, I get a bounty on myself and the cops show up shooting. Not sure how you are supposed to collect on these bounties...

Not certain, but I'm pretty sure the game puts a bounty on all non-essential npcs. $10 is as as close as they get to "No bounty".

Attacking anyone but gangoons outside a job will get a police response though. Plus I have not noticed getting $10 when i accidentally run someone over.

I've only ever seen bounties on enemy npc's, bouncers, or body guards. If I KO any of them, I get money, exp, and eddies.
