I'm in a very similar boat. Game launches, 100+ FPS and then falls off a cliff to 15-17 FPS before the intro movie starts playing. Happens exactly the same no matter what resolution or graphics settings I've tried applying.
2700x, 48gb 3200mhz, 1080ti, everything on full water.
For me, I've noticed that the GPU doesn't want to move above it's base clock despite working normally in all other games. Cleaning and reinstalling old/new drivers has had no change for me.
If I run this under linux/proton with RX 580, I get 200+ FPS in the game menu and character creation, however all of the textures are missing.
I assume we'll be waiting for fixes.
Game is using lots of cpu cores of 5950x (16/32) Check last page for usage.
Also there is no way to turn OFF TXAA and it is sadly causing a lot of fps drops on 1000 series cards, and maybe 2000 3000 series also? Who knows.

So I guess it's unswitchable TXAA that makes GTX 1060 6GB cap at 35fps @ 1440p (unless Resolution Scaling is used, or resolution is lowered)

I am hoping someone find a way to disable TXAA. The game is heavily CPU bound, its hitting 15 of my 24 threads. 5 of them pretty hard.
Increasing resolution should help a bit if you've got a good GPU. The lower the resolution the less the game will be waiting on your GPU and the harder the game will hit your CPU and it will start to become a bottleneck.

Edit :- turning setting's up sure do hurt my GPU that is already under massive load and the game suffers in performance.
So it seems the in game options do work for me to adjust to my hardware.
I've managed to get the game to run at MAX setting with frames between 45-60. They stabilize at around 48-51 for most of the game play. I found the problem on my part and maybe it will be a fixer for a few of you.
I had 4 sticks of RAM and somehow they were working as Single Channel instead of Quad-Channel and under-clocked heavily.
I started to fool around with the RAM and apparently one of my RAM sticks was acting up and disrupting everything. I took two of them out to test, worked fine with Dual Channel and have been fooling around with that.
The CPU does feel like it's the next problem because it's old and the PC can't use the full range of power on the GPU but I'm fine with that for the next few years.
The little things, like RAM is something people don't check very often and there's nowhere you can easily look to see if everything's working properly. I downloaded CPUZ and it was there that I noticed this problem.
Hope this helps a few of you that might be having similar problems.
But in ultra settings with 1080 i have 20 fps....
