Guess it explains why CDPR put such a tight leash on reviewers and why they weren't able to show their own footage.
So to your first point, it's suppose to look like it was made in 2014, but more specifically 2011 which is when they started to develop it.
Second thing, The Witcher 3 might look way better but you have to remember it has no density at all, it's easy to make something look better when all you're improving is just a few trees, some houses and a cave. Not so easy when it's an entire city with NPCs and reflections, so of course it's infinitely harder to make this game as polished, especially the day of release.
Now as far as the NPCs are concerned, I'm in 100% agreement with you there, they did an absolutely horrific job with the NPCs they have absolutely no depth what so ever, every one of them have around 1 line and then the next thing they say is "..." which is beyond bad. And I have told them that so they would know to fix it.
I agree totally. It does feel like a game from 10 years ago, and not even a very good one. Even the latest Deus Ex, which was pretty bad, was more engaging than this is so far. The overall feel of the game, particularly the combat, is really stale and unsatisfying. Mainly because the controls are bad and everything feels really janky.
Your problems arise from buying into the hype. And unlike The Witcher, I can actually play through the story this time. Probably. It's pretty repetetive and stupid so far. All the character deaths made me happy so far, as every single one of them is an annoying weak idiot.

Oblivion had static npcs, so did Metro.
OP is likely just trying to troll, Or is handicapped in some fashion upstairs.
I cant play it yet, until tomorrow. But, yeah, a full open world game is not going to look like a smaller mapped game, because it wont have the engine or cpu/gpu resources that smaller mapped games can use to make them look better.
Also, TW3 was not as good looking at launch as it is now either.
