Try turning off motion blur and chromatic aberration? (I have both off since I dislike the effects) Also border-less windowed mode 1920x1080 res with fps capped at 60 and v sync on.
How do I know this? Well we have people at 60-ish fps with not issues on near full ultra graphics settings. That means game works.... there might be something conflicting on the problem-having people's end is all.

minimum size should be 4GB< RDR2 quit itself if you didn't have this.
Do yourself and PC a favour and don't let windows configure it for you

if your GPU is OC then remove the OC.
Clear your DX12 Cache
Stop all overlays and dont use the launcher (start the game directly from folder x64/bin)
