Actually fooling steam to think you're in a different time zone wont do any good since it's being released everywhere simultaneously. 4pm PST is 7pm EST and both are 00:00 GMT. No matter what you're time zone is, it will be released at the exact same time to everyone in the world.
(I gave this a lot of thought because I too thought I could trick steam before realizing it wouldn't make any difference.)
If you look at the store page for the game, the number of hours remaining doesn't change regardless if says 9 or 10.
Global release = VPN won't work, exact same time across the world
Staggered Release = VPN will work, staggered launches based on timezone across the world
For example it might be 10 AM in Britain while it 9 AM in France and etc.
Also this example could be very inaccurate because I have no clue how many miles are between hours on this donut shape earth.
Flat earth, pyramid earth, donut shape earth, checkerboard earth, digital earth, we are dead earth.
