The devs didnt really focus on that much outside of the fact that CP has always had the ability to have warped/hyper sexual body types in its lore.
The games "media" like Kotaku and PC Gamer have been hyper focused on this stuff since 2016 or so. They look for anything to do with sexual encounters in a game and scream about particular demographics being represented. They are just looking for rage-bait so people will click the link so they can make money off of the ad revenue.
Yeah Akira certianly has cyberpunk elements for sure. (neo tokyo) Ghost in a shell is probably a really good example if we are talking anime. I really need to finish Akira though lol.. ugh..

Probably because no healthy person is going to see violence in a video game and then go out and commit it. Sexuality invokes a desire to engage in a very normal act, yet one that can have serious repercussions if engaged haphazardly. One can argue that the way it's often used in video game promotes haphazard engagement, because simply seeing it biologically activates hormones that spur a desire to engage.
