If anything it'll probably download the thing into the steam download folder too as well as depotcache and appmanifest.

its a few years old but have not seen a more upto date one
As I was saying, it should work as long as it sees the associated depotcache/appmanifest in progress download/preload files. There's no reason that it shouldn't as steam doesn't encrypt files for each individual computer.

So yes, you can download the game at your friend appartment, and move the file on your pc afterward. In fact, you can let the file on the computer of your friend and remove your account from his steam app, and he will be able to play the game.
