Even a Japanese gaming article posted, the PC version isn't censored by Cero. But no further information about it.

Censorship is based on content. If the law of a country dictates that certain types of content cannot be displayed to those living there, then it stands to reason that all copies being sold in the country (be it console or pc) will have to be censored. It makes little sense for them to censor only console but allow it for PC since the idea is for the "offending" content to not be displayed at all within the country. It's just like if a certain film is banned, you can't legally buy or display it in the country regardless of whether it is stored on dvd or as a mp4 clip on your hard drive.

First article only talking about Xbox and ps5, second link they even said, pc version is unregulated.
If you're going to buy it anywhere other than Steam to give more money to CDPR, then it should be exclusively on GOG since all of the money would go to CDPR/GOG. That being said CDPR has no problem with people buying it on Steam and doesn't have a problem with Steam's cut otherwise they wouldn't be selling it here.
