"Cyberpunk 2077‘s Crowds Are Responsive and Dynamic
Cyberpunk 2077‘s crowds will respond to the time of the day, occurring events (basically, people won’t be out if there isn’t much going on), danger level, and even weather. "

As I said it was third hand info, actually from another user here in the forums, but I'll google it and see what I can find for you.
EDIT: this was on the ps5 using backwards compatibility
Won't know for sure until it comes out. But it may be something that scales with system performance.
It was on a console, not a PC. i have no doubt there will be issues, but this likely isn't one of them. (you really should read the article i linked in full.)
They've avoided lots of topics; it was only when someone posted leaked video that I finally got to see anything in-depth on the character creator.
Hopefully, but absolutely nothing thus far suggests this to be the case in this particular game. Its bizarre that despite touting next-gen visuals and such we still haven't seen any crowd density and they've actively skirted the issue and scenes that would show such crowds as described above. In addition, PS5/XSX CPUs should be more than capable of handling PC level of crowd performance yet still were apparently operating under the guise all trailer NPC density was off the last gen consoles...?

That said there are a lot of vids on youtube claiming to be from previewers so some of them may have more info.
PC will have a setting they can change to match the power of the hardware.
Simple.
It is much lower on xbox/PS5 compared to pc.. just like with alot of other settings and features being disabled on the consoles, if not they would not be able to reach stable 30 fps with RT. Consoles also don´t use high quality texture packs.
