Everyone is kind of in the same boat where if 60 isnt the default.. thats gonna be a big problem.
My belief is if the XSX and PS5 can run the PS4/X1 version at 60 with some dips, without the day 1 patch, performance patch, or the upgrade released in 2021, yea.. 60 FPS is likely the scenario
If they made the system requirements according to the same FPS and quality criteria as they did in The Witcher 3 it's probably targeting 60 FPS.
Maybe not locked 60 but close.
Also remember the Bethesda engine crap, where the engine was locked to 60 and uncapping it messed with game speed but mods fixed that setting the engine to 60, but allowing uncapped fps with no speed increase..

I have to correct myself a little. The benchmarks I remembered were for a gtx 780. The gtx 770 (the recommended GPU) got around 40-55 FPS on 1080p/High.
It will probably be the same for Cyberpunk's recommended requirements.
But also consider it runs at 60 fps on the Series X, so it may be 60 fps.
