Report a translation problem
I own game on GOG & have more than 300 hrs, the only time calling your car doesn’t work: when it gets badly damaged @ start of Act 2 & you don’t have any other cars.

Where are you in your play through that the car won’t summon?
There is a part in the game where your car gets damaged and you need to do some things before it is returned ( and fixed ). More info about your progress in the story would be helpful.

It’s actually a game bug there since release I lost cars for a full play through on my 2. Character.
I don’t think there is a fix for you op, buy a new car that should work, at least it did for me.
I offered a solution above
you could also try going to the cyberpunk 2077 nexus and install the console. and then use console command that gives you every car in the game. that way you know you have cars available.
if its not getting fixed, i would try restarting your play through. you can use the save editor mod from the cyberpunk nexus to give yourself level / stats if you dont feel like playing through everything again.
