I can't remember but isn't there a specific time to be there as well, if so there should be a spot to sit and wait like Chill said, sorry it's been awhile since I did that quest. I should also say that sometimes standing in one place and then time skipping doesn't always work but traveling around will often help, just don't do it all while driving.

I waited like ingame for 7 days and the quest doesn't get triggered. However, Judy's questline does get activated.

Just focus on other quests for now. Had a similar issue with one of Takemura's quests. Claire's races were also a bit wonky and would not always trigfer after 24 hours if i skipped time or fast travelled so just focused on other stuff for a while and they eventually called.
