He looks like Quebonafide, which is a Polish rapper. CDPR is also Polish, so that could mean there's a high chance they based the V from the cover art from him.
Go on google and search up "Quebonafide Cyberpunk 2077" and go to images. They are so similar.

They prolly just looked over a bunch of punk rock male band members from poland and found the look they wanted then sorta went after that whilst making male V.
Idk, to me male nor female V dont remind me of anyone.
