But the real question is why would a popular anime character be in Cyberpunk 2077?
GiTS is short for Ghost in The Shell.
Maybe because GiTS world is similar to Cyberpunks?

But there is no chance they will do this because CDPR don't own the IPs and they won't use an another licence without having the copyrights if they didn't pay the licence owners to use it.
And they've probably better things to do with their money to add quality/content/flavor to the game than that.
