No game developer would shoot themselves in the foot with a shotgun by releasing a game for pre-order and then at release having a sale on it. Plus if they did do that everyone who pre-ordered would just refund the game to get it for cheaper.
as the other person mentioned, rarely any anticipated game went on sale straight away near its launch especially for a highly anticipated AAA title.
Stadia is just a stupid theory made by people that dont know any better (just based of the recent Night City Wire at the time without using logic if that make any sense). Why is that you may ask? Stadia has barely any weight at stopping whole game release. it isnt that big of a platform. Stadia is also not that much different than PC version because it essentially is using the same system.
the most believable and logical reason that also has been confirmed by the devs is because they need more time to polish the game for the current gen. It make sense because current gen console, especially the earlier one, is years old by now and has a very low spec. Having to run the game of this scale with good performance would be a challenge for the developers.
people has every right to be mad at the missmanagement and underestimating of the time required to polish the game for current gen done by the higher ups. Dont be dissapointed for something that they didn't do (which is delaying for stadia cause that make no sense logically)
